I'm a bit lost on how I should go about this conversion. I have a DivX file that is 352x288 (which is the PAL standard) but it's only 20 FPS (which isn't the PAL standard of 25 FPS). I am using Panasonic Encoder 2.5 and I want to convert the DivX file to an NTSC compliant MPEG and keep the aspect ratio true. I have a few questions that I hope you all can help with: 1.) If I set the output type to NTSC @ 29.97 will there be any difference from NTSC @ 23.97 since the original DivX file only runs at 20 FPS anyway? And what would fill the extra frames in the output file since the original only has 20 to begin with? 2.) In regards to keeping the aspect ratio, I am not too sure how to apply the 1.222 PAL or 1.466 NTSC formula to an original resolution of 352x288 which will convert to 352x240. If I'm correct, I think it would be best to add 24 to each side (left and right - not top and bottom) to preserve the ratio and at the same time keep the new MPEG VCD compliant. (To explain how I got that; I divided 352(original height) by 1.466 (NTSC) which yeilded 240 then I subtracted 288(original width) from the 240 and ended up with -48(negative 4 which I then divided by 2 and got -24(negative 24)... since I ended up with a negative number, I applied that number to the sides instead of the top and bottom, and the end result seems to have maintained the proper ratio. I hope this wasn't too confusing. If anyone can comment on whether or not that makes sense, and what FPS should I choose when converting to an NTSC compatible VCD MPEG.
