Can someone please tell me what i am doing wrong?

I have an AVI file which i am trying to fit on one CD. I have followed the as intructions as per "The newbies guide to fitting a movie on one CD using TMPGenc" and I cant get it to work. At the end of the process i am getting a file much bigger about 1gb. I am using version 2.5 of TMPGenc.

What i dont understand is that when I am using TMPGenc, and i change the Average Video Bitrate, it shown me that the file will be XXX in size and will fit onto one CD
