Because is it better encoding Mpeg-4 or VCD?

Most DVD players do not decode mpeg-4 only a few recent model play divx (Mpeg-4) encoded files thats if u plan to play a disk on a standalone so (S)vcd for standalone & mpeg-4 to store on ur Hd, as for which format to encode try searching the forum for Ur answers http://www.vcdhelp.com/dvdplayers.php?DVDname=&DVDselect=&Submit=Search&divx=1&Search=Search
