Reducing Hiss on Vcd's

If anyone is familiar with TMPGEnc, is there anyway to reduce the background hiss using the noise reduction option.

The noise reduction filter in TMPGEnc is intended for video noise, most commonly associated with video taken in lowlight. To reduce audio noise, what works best for me is to extract the audio, convert it to .wav, and run it through CoolEdit2000's noise filter.
