downloaded a movie .avi and it only has 12.500 fps,instead of 25 or 29,97/30 fps.iam using TMPGEnc i keep getting an error unknown support.

Yepp, you have to duplicate frames in order to achieve compatible framerate. AVISynth script might be the easier solution. (VirtualDub may do the job, also.)

just load the file into your mpeg encoder and set the output fps to 25 fps for pal. The encoder should duplicate the frames for you.

As far as it not loading, it sounds like it isn't recognizing the codec used for some odd reason.
