Every conversion I do from any source to mpg (SVCD NTSC/NTSC FILM) I always get the file that I cannot, on the computer, skip to the middle of the movie, for example. The slider is just locked. I can pause the movie, but if I want to skip some part - I can't. WHY? Can someone please explain what option I'm mission during the conversions?

Did you make a fully standard SVCD? Can you search normal VCD files? If yes to both questions, the problem propably lies in the MPEG-2 codec. The other option is your CD-R writer, which might write uncompatible CDs due to having old hardware/firmware (recorders like HP 8100 do not make standard VCDs for example).
You can test this out best by burning a SVCD and trying it out in a SVCD-compatible DVD player.
