  2. Question 1: does the original AVI movie have lip sync problem (audio drifting) ?
Question 2: does the MPEG file, played on the computer, have lip sync ?
Question 3: which DVD player do you play your VCD with ?
I just experience yesterday. My APEX (new one) plays a VCD with lip sync problem (video first, then audio comes 3 secs later).
My Pioneer DV-343 somehow cannot play this VCD (due to the media I guess). I made a copy of it on a different brand of CD-R, now the Pioneer DV-343 plays it perfectly, no lip sync at all.

  3. Use GSPOT to identify the codecs used. The culprit in what you describe is most likely a VBR MPEG 48hz.

Solution (tried and tested): use the MP3 version of VirtualDub to extract the audio to a separate MP3 file. Use a sound utility (I use the freeware dbPowerAmp) to convert the resulting MP3 file to uncompressed WAV file, then use the WAV file as audio source in TMPGEnc.

If the Audio is in Ac3 instead, I use the Ac3 version of VirtualDub to extract the sound and HeadAC3he to convert to WAV.

    Works everytime.
