I just started using Win On CD 3.8 for it's menu options. The first vcd i attempted was all messed up, the table of content didnt even write on the CD (even after i fixed that, the CD didnt read on either DVD nor PC).
The second CD burned fine ("successful CD created"but still did not read on DVD nor PC.
I used some Win On CD 3.8, it's German language (i hope it's the only version out there...if not, inform me please)

"CeQuadrat" VideoPack 4
VCDImager 0.7.x (latest version 0.7.7) can also create menus as well as the full gamut of PBC interactivity. It, however, doesn't come with an easy to use GUI, so you will have to get your hands dirty with editing an XML file as well as using the command console.
A demo disc created to show off what VCDImager can do is available here: http://www.hvrlab.org/pub/vcdimager/examples/demovcd/
