Welp, basically when I encode a specific divx <I have not seen this happen before> in tmpgenc to svcd I will see a 'pulsating' look on some of the screen, it gives off a 'twinkling star' effect on all parts of the screen that cause the backround to brighten and dull instantaneously, upon freeze framing, it looks like 25x1 pixel lines in sets of 3 in certain parts of the screen appear and disappear causing this effect. they are literally this big:

and are scattered randomly all throughout the picture and they are white. and as soon as they show up, they disappear.
I can provide screenshots if necissary.
However if I encode this divx to VCD it comes through fine. They are not there at all, upon freeze framming and locating the exact position where one will show up on svcd and its absent on svcd. Same with the DivX version itself
Any Ideas on what caused this?
I am also curious, this divx was made as a backup to a new vhs <no macrovision> I bought and did not want to ruin, should I even be concidering SVCD for this?
