is it possible to ocnvert from vcd to a dvd.. without compressing the vcd and causing quality loss.. Also will the quality of the video on the vcd increase?Hgher Bitrate?

The quality will NOT get any better! Since the compression on the VCD is a lossy compression you will not get the information back if you use a higher bitrate and make a DVD. It's the same as burning mp3's to a CD. The quality will be exactly the same.
