  1. Is there any pal 2 ntsc converter??

    The big question is what you want to achieve by doing this.
    Most DVD players will handle both. PCs certainly will.
    Or are you looking for some hardware?

  3. Framerate convertions are hard, without having a speed up or slowdown. But the difference between pal and ntsc is so small you shouldn't be able to tell the difference. If you want a SVCD use virtualdub or avisynth to slowdown the fps to 23.976 frames per second, encode, then add pulldown flags to make it 29.97fps. If VCD do the same thing only don't add the pulldown flags (mpeg 1 doesn't support them) just burn the 23.976 fps file. and tada. there you have it.

    The hardest thing to do is to go from a odd frame rate, 20fps to 29.97fps. If you use the virtualdub method, everyone looks like they are on speed. You can use premiere to change it though. Load the file into your timeline then goto clip> video options> frame hold. then input your desired frame rate.

  4. I try to make avi(pal)-> svcd with cce and the problem is without using pulldown on my mpv(pal) file it keeps skippin not quite skipping but its not smooth even on my pc but when I use pulldown the movie plays perfect but it is out of sync!!
    Strange I know but thats the way it is.

    Could it be the way I encode it???

    1. Virtualdub -> save wav and avi
    2. Resize and frameserve with virtualdub : settings=audio ->avi audio checked cause otherwise cce crash!!
    3.Encode with cce
    4.Pulldown the mpv file
    5.Multiplex with bbmpeg
    Result: Smooth video but out of sync
    Or Skip step 4 without pulldown
    Result: Sync but the video is not smooth kind of skipping even on my pc!!

    NTSC files are perfect but all pal movies are tripping WHY???
    This was my real problem but nobody was able to help me so Ill try to convert the pal movies to ntsc maybe this will solve my problem.

    I use virtualdub for "pulldown". you must mark "change framerate to 25 fps" , and dont worry about the audio.
    encode with cce with the cbr audio ( that is out of sync ), dont check audio in cce, thats done elsewhere
    so no you have a pal video.
    Extract the audio from the avi with vdub ( save as waw )
    you might get ac3, read about that in this forum.
    Than convert the waw to mp2 with beesweet ( i downloaded agood GUI for this it uses 2lame, ssrc and all)
    Here you can check the OTA (overall track adjustments)
    there is a preset for NTSC=>PAL conversion. also make your audio 44.1kHz and select the desired audio bitrate ( to fit a movie on a cd)
    No you have a video and an mp2 in sync that are not jumpy or anything else. just multiplex it with bbmpeg ( avi2mpeg)

  7. Here's what I do with the CSI and X-FILES DVD rips that show up from pal sources.
    (I get them as bin/cues)

    use deamon-tools to load cue, cd becomes drive letter
    run dvd2avi, load mpeg from appropriate folder on drive
    save project. (dvd2avi writes out audio)
    start tmpgenc, project wizard, select film ntsc profile,
    video file, point to d2v file
    audio file, point to wave (notice delay time in audio file name)
    next
    top box click (source range)
    bottom locate delay box, enter amount from audio file name
    next
    input cd size, I use 800, it will, nero complains but I tell it to burn anyway.

    hope this helps, it's really easy this way, I do 1 a day this method
