Problem: NTSC 29.97fps avi to PAL 25fps VCD
Thought about using the usual methods (change framerate with VDub and wav with Goldwave) but the thought of a 1 in 6 distortion does not appeal in any way (either a 2 hour film becomes 20 minutes longer or I lose 1 fram in 6).
So, can I output to DV using Premiere and 'capture' it back as DV using a Canopus ADVC 100 (both in and out DV sockets)? Is this feasable, or am I missing something obvious?

You can import the file into Premier, change the fps and export the timeline. (a very nice howto is in premier's help files).
