unusual aspect rate?

i have a problem with a film I want to write with nero.If I write it, I get slowmotions, green and red blocks.
I think it has to do with the size of the avi : aspect : 512x288
frame/sec : 23.976
Do i have to change the size of the avi and with which program please?(For encoding i use Tmpgenc)
With avi. who have normal aspect rates I don't have a problem.

If you live in the us than this is thing you rent from the video rental.

there are many things that can be done with this file, but I dont know what are your plans with it!

I want to make a vcd ntsc film but the size isn't 352x240.
Is that the reason I get little squares in green and red on the cd when I burn it with Nero.(when i play the mpg file it plays perfect)
