does that mean that any files i download that are already mpg format i can just burn as vcd and they will work or do they still have to be encoded for some reason?

vcd's aren't JUST mpg format. they're mpg files encoded to a strict standard (1150kbps, 352 x 240, 224kbps audio, etc)
if you're lucky, the files you've downloaded will be that standard. if not, you'll need to re-encode them to VCD standard.Swim with me
