I've been trying to make a VCD for nearly 6 months and each of the CDs I've burned have turned out pretty much the same: The video is blocky (I can recognise some of it). while the audio is low, (I can understand it) along with a chirp. 6 months ago, my proceedure was to take video from an AVI file created by my Intel PC camera. I used "avi2vcd v1.4.1" to make the AVI file into MPG -NTSC (352x240, 29.97 fps). I then
dragged the resulting MPG file into NERO 5.5.8.2 after setting the wizard to create a VideoCD.

Not having a DVD to test with I researched on this site (VCDHELP.com) and got a Mintek DVD-1600.I could play CDs with MPG files and so I thought I was successfull in creating VCDs! I told a friend and he wanted me to help him do the same on his MAC. He bought a Mintek DVD-1600 because the DVD he had, was know not to work with VCDs. Using iMovie and Toast he was able to create a VCD. When this VCD disc is inserted
into the Mintek DVD, it loads and just before it starts playing, the DVD displays "VCD 2.0" at the top left of the TV screen.

After additional testing, I realized the CDs I thought were VCDs weren't, as a Toshiba SD-K625 wasn't able to play the CDs with MPG files on it (like my Mintek) but it would play the VCD 2.0 disc from my friend. So I changed my proceedure for creating VDCs.

I bought a "TV WONDER VE" and capture to an AVI file. I then edit out the comercials with "Virtual Dub" saving with the "Indeo video 5.07" compression. From There, I use "TMPGenc" to endode the AVI file to MPG (NTSC). I tried writting this file as Video CD with NERO and VCDeasy 1.1.3 with the same results. The Mintek reports these discs as "VCD 2.0", but they are blocky, with low chirping audio.

I downloaded the VCD-NTSC DEMO SAMPLE from this Website (VCDHELP) and used VCDeasy to use the BIN/CUE files to create a VCD and got the same results as before. I've run out of things to try. What am I missing or doing wrong?
