Hi,
I wonder if it would help to re-encode the standard vcd file (1150 b/s) to a higher bitrate say 2000 b/s with TMPGEnc. Do you get a better video? I want to clarify that this is a conversion from 1150 VCD file to 2000 b/s XVCD file. I try it once and it does not look any better than the original vcd. Is there any conversion to enhance a standard VCD file?

you would need to reencode from your source, not from the VCD.
every time you encode, you'll lose qualitywhat are you askin' me for...
