  1. Do I just put the VCD in and make a data image file of the contents? or is it more complicated than that? Thanks.

are you trying to burn an *.mpg to vcd?

you need to select VideoCD in your burning software to create a VCD

are you copying a homemade vcd. then just do a 1:1 copy of it

  3. I'm trying to copy a homemade VCD. I want to create a cd image of it so I don't have to keep doing the direct copy. Everytime I try the 1:1 copy I get an underrun and have to start over.

It looks like VCDEasy can create an image from a VCD. Go into the Tools section and then click CDRDAO Tools and the first option listed is "Create a BIN CD Image." If you do not already have VCDEasy installed properly you may need to install the ForceASPI drivers to get CDRDAO totally running properly.
