You don't convert an MPEG to VCD. One (of many - see VCD under WHAT IS) component of a VCD is a MPEG system stream encoded and multiplexed to meet well defined specifications. If you already have a MPEG1 video stream, all it takes is to multiplex it with the MPEG2 audio stream. This MPEG, together with a bunch of other files and folders, when burned to a CD in a specific manner, makes a VCD.
3 hrs encoding of 30 min movie may or may not be normal. It depends on your settings (VBR/CBR/# of passes/ motion search setting) and your computer specs. In this case, it shouldn't matter timewise if your source material is AVI or MPEG2. Only length of movie matters, all other settings equal.
