I'm a newbie and haven't even learned all the terms yet, but I want a TV tuner/capture card (cable TV in) that I can then make VCD's or mpeg files with. What can I get that will give me high quality results and is relatively trouble-free? My system is 1.2Ghz Athlon/ASUS A7V133/Leadtek GForce2Pro 32MB/ 512MB RAM/ 40GB IBM 7200rpm HD. I don't have firewire capabilities right now.

Spend the minimum you need and get a Hauppage WinTV GO for < $50 USD. You'll capture in AVI and then convert to MPEG afterwards. You have such a fast system that this won't be too much of a problem. Spend more later (if you'd even want to) once you know more about digital video.

you have the system power to go for a real time mpeg encoder.
try an ati all in wonder raiden.
i have an ati all in wonder n it works really good. it can't do mpeg capture though. even though it has something called 'mpeg raw'
i have a 350 p2 and i can capture in ati vcr 2.0 just fine.
