When you encode to SVCD with TMPGEnc select "MPEG standard" under tab \MPEG Setting\Quantize Matrix (no "Default"!!!).
With this SVCD encoding configuration Philips DVD 633 read normally when press forward/rewind.
MPEG files generated with bitrate video+audio over 2600 read normally also.

Test OK with TMPGEnc Plus 2.59.47.155 and Philips DVD 633/021 with firmware 4.22.24-0 (original, no changed)
