Universal DVD format like movies on dvd?

My question is this? If we can buy a DVD from a store and play it on any DVD player, what format do they use? and is it possible for a lay person to obtain that type of DVD format? Are movie DVD's different from what we buy to burn, ie, dvd-r, dvd-rw, dvd+r, dvd+rw etc...?

What makes retail DVD movies different is that they are on pressed media, not unlike retail CDs and retail VCDs. They aren't on recordable media.

Thanks for the info. Is it possible (probably for the bucks) to create a movie in an mpeg format and send it somewhere to have it pressed like that? Know anywhere to start?

Not unless you are making a huge batch of thousands. Or don't mind paying thousands for 1 pressed copy of a DVD. Presses are not used for 1 off's or small batches they are used for very large runs, it costs a lot of money to set a press up for a DVD.
