What is the difference ? Are they the same ? Costs as well ?

AFAIK DVD-Ram is PC only except for a very small number of standalone DVD recorders (2 or 3). It is re-recordable (rewritable)
DVD-r is record only though there is DVD-rw which is re-writeable. This is suitable for PC use in drives like the Pioneer A03/4/5 and when used to burn DVD-Video is compatible with many standalone players.
There is also DVD+r(W) which is similiar in capability to the -r(w) variant. It uses different drives and media but has basically the same capabilities as -r tho at the moment media is more expensive than -r.
