If you're using Windows98 (or Win2K with FAT32 instead of NTFS), it may be exceeding the 4Gb file-size limit while trying to build the ISO image on your hard drive.

Next time you go to burn a disc, take a closer look at the space requirements down at the bottom-left corner of the dialog box. If it says it needs more than 4Gb of space on the blank disc, this could be your problem. (If it says it needs some huge amount of hard-drive space, such as 10Gb, and your video files are already in MPEG-2, make sure you have the "do not convert compliant files" option checked to keep DVDWS from re-encoding your files!) To fix this, instead of selecting "burn to disc", try selecting the "create DVD directory" option instead and let it build a VIDEO_TS directory structure in a temporary directory someplace. If that works, then use the "Burn Disc Image" function to burn from the DVD directory you just created.

If you are authoring VCD it will reconvert anything other than VCD compliant files, so you cant author XVCD using this software. This is as I understand it although I have never tried myself. If you were authoring DVD however on Version 1.2 and 1.3 there is a check box for do not convert compliant files, so you could make XVCD authored for DVD. On the trial version 1.0 there is no check box, if you do not want it to convert you have to make sure you select a bitrate which is higher than the bitrate of your already encoded mpeg file.

If you are making VCD you cant, the bitrate is set at 1150kbps (VCD standard). But say you were authoring DVD, and you had already encoded your mpeg with tmpgenc at 3000kbps, you obviously don't want workshop to reencode this. When you select create disc it will prompt you for a bitrate. If you select higher than 3000 it will not reencode. If you select lower than 3000 it will reencode.

The reason I did not answer this, is because I dont really know, unless it is somethng so simple as you are running out of disc space.

The size will depend on the length and bitrate of the movie, and of course if you decide to make DVD you will need a DVD burner.

I don't know what your problem is, but I think DVD workshop is a very good piece of software, if you can get it to work you will be pleased. Check the tools section of this site for other authoring programs, if you only want to author VCD then Nero or VCDeasy can do this.
