Color problems converting from DV to VCD

hi guys

i am using TMPEnc to conver my DV videos to VCD....I use interlaced 4:3 NTSC but my final video when burned on a CD-R using Nero has a dark red tinge on it.....it grows when the picture becomes still and overall the picture is much darker than the original ..... HELP
