joining, audio outta sync

when i open tmpge and join 2 mpgs together by going to file>mpeg tools>merge and cut, the output movie's audio is out of sync. it is ok for the 1st half of the movie and then the next half is messed. this always happens. is there anyway to fix this or should i use another program. i use the type MPEG-1 Video-CD to encode it.. i plan to make a vcd after..
