I have a DivX rip of the Matrix that is encoded at 23.97 FPS and it is giving me a lot of trouble. When I used TMPGenc to convert it to 29.97 FPS for use on my DVD player as an XVCD the video would constantly speed up and slow down which made the audio go badly out of sync. Next I tried to burn it has a NTSC Film VCD and the audio stayed in sync but the video was constantly skipping frames. I know my player works with this make of CD-R and I have made XVCDs with higher bitrates and they work well.

use tmpgenc to demultiplex the converted 29.97fps and then multiplex it back together.
if that doesn't work then demultiplex the original converted 23.976fps and multiplex the audio with the converted 29.97fps video.
