Is there any good way to convert a 20.00 fps source to 23.976 or 25 fps? Would simply setting the framerate in TMPGEnc to one of those produce, shall we say, undesirable results?

I've converted 19 fps divx to 29.97 fps mpeg2 (svcd). It works fine as long as you don't get greedy and inverse telecine it to 24 fps.
You should run a 10-30 second capture test using Source Frame Range filter to make sure that it plays at the correct speed. It's as simple as changing the video stream frame rate to 29.97 in tmpgenc 12i.
