When using VCDEasy 112 to build what is essentially a photo slideshow VCD each segment (mpeg file) is scanned. It happens every time I rebuild which gets annoying when making a minor XML adjustment to a menu item.
What is this scanning doing, is there a way to tell it not to scan (at least not after the first time), and what would the consequences of that be?

I take it you mean the VCDXBUILD scanning process?
You will have to remember that VCDEasy itself doesn't actually make the image of the VCD. It is just a front-end to VCDImager 0.7.12 / VCDXBUILD in this case.
VCDXBUILD needs to scan each media source file first to make sure that it is (1) compliant and (2) to know what it actually is. This is integral to the VCDXBUILD process so, no, you cannot turn it off.
Why do you find it annoying anyway? It doesn't take a long time for segment items (still images), seconds really... If you don't want to know about it, don't read the log file...
