I'm trying to make a pal vcd from an ntsc video source.

sorry I hit the wrong button too early. I have ati all in wonder 128 pro. I'm capturing 352x240 29.97 mpeg1. I wanted to create a pal vcd so I tried tmpgenc and panasonic 2.51. The problem is the video appears to be slight jumpy in pal, not too bad but noticable. Also the original video is not jumpy and the audio is fine in the converted file. Is this normal or is there a way I can improve it. Interesting I can use MMC7.1 to save it at 25 fps, it isn't jumpy but the picture quality is crappy. Any help? Thanks
