Somehwere I read that you can just change
the file extension from vob to mpeg2 and you can
use it as a mpeg2 file.. Is that true?
Can I use that Mpeg2 to burn a DVD
Likewise can I change the extension of a Mpeg2 file
to Vob?
Any explanation on the differences between those
two files would be helpful.

No you must author the mpeg2 to vob and ifo file(s)
