Why does VirtualDub, in Capture/Capture Settings, default to a frame rate of 15.002? I keep changing this to 25 (for PAL) am I missing something here?

Yes, you don't save your set up...
Read the guides!!! There are all there. -
After you have set your framerate. Click on capture -> preferences -> and tick save current capture settings as default. Its also probrably a good idea to save your audio and video format setting as well (if you use the same setting a lot)
