Converting to DVD

The question will reveal my lack of experience or knowledge in this fascinating field.

My problem is an inability to create DVD player compatible discs. (I have the necessary burner and Nero). I cannot determine what is the proper application (and/or settings) to create the Video_TS folder with the necessary files. Using TMPG, I always end up with an MPEG-2 in the mpg file format viewable only on my computer. (I can create SVCD versions but wish the DVD format)

What application will convert from avi to the bup, ifo and vob files needed for the Video_TS folder, or if this is achievable with TMPG 2.5 (trial version) , then how?
