  1. I never found a way to convert a NTSC mpeg or dat file to PAL (quicktime eont convert all files, with most of them it will say there's some error). is it totally impossible?

    mediapipe can do it, ffmpegx can do it, afropic can do it.. just about any good video editing program can do it without any problems.. in fact its simple in all of them.

  3. What happens to the extra frames. Do the encoders drop them or do they do a reverse telecine? To explain that better, how does 29.997fps end up as 25fps?

    thats a tough question.... with mediapipe you can either choose soft or hard frame rate change, and those both do somethin different, one changes frame durations the other adds/drops frames to get to the new frame rate... i dont remeber which is which since i am at skewl and cant look at it right now... with ffmpegx and afropic im not 100% certain which is the case, i'll look into it more to see if i can find out for you.
