I have made a vcd but am unable to play it on my PS2 or Xbox as they are not compatible, however I was wondering if it is possible to convert the films into the DVD format, and then put them onto a CDR and play that in the console's DVD player. Effectivley fooling the console into thinking it is using a proper DVD film. Is this possible and if so how would I go about it.

Yes this is possible it is called miniDVD, however this format is compatible with very few players, and will not work on your PS2 or XBOX

I got the PS2 last xmas so i guess i have the latest version. in the manual it said it could play 8cm dvds. was that referring to minidvds? how would i go about converting it to dvd format to trick the ps2 into thinking its a dvd when its a cdr? what program do i need? thanks!

An 8cm DVD is not the same as a miniDVD. A mini DVD is video that has been authored for DVD but has been burned on a regular CDR (these are not playable in the majority of DVD players). The 8cm DVD's are just smaller diameter DVD's and thus hold less data. These will play in all players that can play regular DVD's
