TMPGenc can do this. You can download it off the Tools Section.
You open TMPGenc. Goto.. File->MPEG Tools
then clikc on the merge/cut tab
then load your MPG in, then hit the edit button

  3. Use tmpgenc, merge and cut tool to cut the mpg file. You add the file, select mpg video cd from the dropdown box. Select the file in the window, click edit. Select your start and end points with the slider bar, select an output file name, click run

  7. If you are working with VCD compliant mpg files, 1 min = 10mb approx.

  8. Depends on the bitrate you use. SVCD bitrate is not set like VCD bitrate is.

  10. Not necessarily, like I say you can vary the bitrate for SVCD, so the filesize could vary considerably.

  11. what if i encode it to svcd and tell it to fit it on 99% of an 80min cd-r? would that work? cuz the thingy says the file is 236% of the cd-r, but i put it on 99%, would that effect the cd?

  14. Do not bump your post, particulary not after only 25 mins. This resource is free people are not obliged to answer your questions, so please be patient.

If TMPGEnc is saying it needs 236% disc space and you encode it so that it fits on 99% disc space, stands to reason you are going to be loosing something somewhere. Personally, I think the quality would suck trying to cram that much on 1 disc.

Use a bitrate calculator, to see what bitrate you need to fit your film on both 1 or 2 discs, then encode a small portion of the film (high action scene would be good) at these 2 bitrates. And see if you can tell the difference. If you are happy with the lower bitrate, then use it and put your film on 1 disc.
