Yeah I already have....and I have already converted to a VCD. The quality is alot worse in VCD format, and i jus wanna know if its possible to convert it without losing quality.

The best way to get a quality VCD is to have a good source - while divx looks good on a PC it compresses the video alot and recompressing it to VCD takes alot of the quality out.
You should try divx to SVCD and you should see a bit better quality.
For the ultimate quality, buy the DVD.Panasonic DMR-ES45VS, keep those discs a burnin' -
What are you using to convert to mpg. If you have a good quality divx to start with TMPGEnc makes a good job of the conversion.

2. Although VCD bitrate is greater than many DivX, it is a constant bitrate encode. Hence DivX can use more bits where the material needs it, and less where it doesn't. DivX is also a highly optimised method of encoding.
3. Any encoding process means a drop in quality, however small. So the more encodes - the worse the quality.
SVCD can address both the first 2 points, and a properly done DivX ->SVCD encode watched on a TV should prove very satisfactory.
