vcd encoding problem

I DL a divx movie and im converting to vcd rite, using tmpge, and ive ripped the audio with virtual dub, the thing is the movie is in PAL\25fps and i want it to be NTSC\29.97fps so i cant understand wut to do, call me a retard, i dont care, i read the guides, i tried different screen things but no matter wut its all streched out on tv, and in tmpge screen. Wut am i doing wrong. Any suggestions anyone. Everything is fine when i have divx in ntsc format. but when its PAL i cant get it right

Did you select the FILE is PAL? When it asks PAL/NTSC it means what format the file is in, not what you want it to be.

but will it play on my tv without being all weird looking???

so when i load a PAL flick i chose PAL as source but on the video tab i chose ntsc and frame rate 29.97 and size 352 by240,i tried that and it looks better.
