I am currently using my DVD rom in py pc to play DVD using the TV out to view them on my TV.
Which prog can i use to stretch the height & width to fill the screen?

The software DVD players (e.g., PowerDVD and WinDVD) tend to be the best at playing VCDs on the PC. Not only do they understand aspect ratios (so will fill the screen / correctly resize to 4:3 DAR) but they will also correctly handle menus, chapters, etc.

Power DVD doesn't allow you to manually stretch & widen the pictuce.
Some VCDs have wide black borders that need to be removed to enjoy the movie on the TV. -
Why would you need to manually stretch and widen the picture??
You can use PowerDVD to "zoom" the image on a VCD to fill the screen and it correctly displays the aspect ratio of the picture.
