Hey,
I"m having trouble playing my VCD's on my JVC XV-S300 DVD player. The VCD plays for about 2 minutes and then start to mess up, and pause and mess up again and so on and so forth, to a point where u can't watch it. I'v been told that this could be a bitrate problem, so i'm here asking anyone and everyone how to change the Bitrate using either VirtualDub, or Adobe Premier.
Also i need help in changing the FPS from 23.97fps, to 29.97fps properly.

The only way to change bitrates is to re-encode. Neither VDub nor Premiere can do it. Some tools can change nominal bitrates in the header, but that might not help.
To change 24 fps to 29.97 fps, you need Pulldown.exe. You can find it on www.doom9.org.
