Are these "standard?" What burners/software can write to a 99-minute CD-R? What's the data capacity?
Where can you buy these CD-R's?

99min CDRs are technically not standard, but then again neither are 80mins. All that is done is the capacity/compression is increased with the ability to overburn. For more info http://www.cd-rmedia.co.uk/mirror90compat.htm has an explanation of how it is done, what burners can burn 99mins, and what software accepts the media. If you are in Europe (mainly UK) u can buy 99min CDRs from http://www.cdrecordable.co.uk, in the US CompUSA sells them at a good price. and the data capacity is around 850MB. hope this answers all your questions...

80 min CDs weren't in the original Orange Book but I think that they've been added.
90/99min media have not.
80 min CDs don't deviate too far from the original Orange Book specs so they play in most CD players. This isn't true for 90-99min media. They can't be recorded on (to full capacity) or read on properly on many CD drives.
