    I want to encode at 352x480 and use AddBorders with avisynth to letterbox it, does anyone know what the border size is to maintain a correct 16:9 ratio?
    entirely TOO much time on my hands

    16:9 in a 4:3 352x480 would take up 352x360. You should be able to do the math from there.
