OK, so I use Premiere 6.5 -> Avisynth -> Virtualdub frameserver -> Tmpgenc to make VCD and SVCD. It works fine.

Now have a project in premiere that is about 40 minutes, I have encode it to VCD with the standard TMPGenc template for VCD PAL, the size of the VCD file is about 440 Mb.

Now I have a task, I need to get the filesize below 400 Mb, so I changed the TMPGenc setting to MVBR 0-900 kbps, and reduced the audio from 224 to 128 kbps and chose joint stereo. I fugure that would drop me below 400 Mb...Nope...result = 459 Mb.

    OK so I changed to 2-PASS VBR 0-650-850 Kbps = 450 Mb

    Recently I tried CBR 850 Audio 112 = 439 Mb.

I don't understand this, seeing VCD standard template having 1150 kbps and 224 for sound, reducing those values should produce a smaller file or am a ignorant?

  2. On the last page of TMPGEnc setting "System", change the "System stream setting" in "MPEG1 Video CD (non standard)" otherwise it will fill the file with something (padding zeroes ?) that gives you the same size as standard.
I fell into this a lot of times.
    Hope it helps
