in the experts opinion... what's the best way to get the best image/sound? (free, that is). any template, or special configuration anyone use? i'm using virtual dub, TMPGEnc and vcdeasy.
tried a lot of examples, including the ones in the tools section, but every one looks pretty the same.

Well, what source, and how do you encode it? Plain VCD? ... I capture v'dub/mjpeg from DVB, then encode to CVD. Anything better is overkill, as it's quality is alreadu better than my DVB's signal already...

TMPGEnc has one of the best MPEG2 alogorithyms available anywhere, and that includes expsensive proffessional software. In fact, you will not find better output anywhere. There is no difference, quality-wise, between TMPGEnc and high-end professional codecs such as Ulead, Panasonic, etc.
I have tried all of them, and only TMPGEnc is the only one that gives you the full range of options that the serious encoder must have. In short, don't worry about it: if you are using TMPEnc, you are using the best encoder.
