By the size of most DVD movie is greater than 4.7GB.
Therefore can I assume most DVD-R recordings are
DVD-rip then re-encode to 5000 to 7000 VBR and then burn to DVD-R ?

I have done 20movies.
I would say 60% of DVD movies fits on 4.37GB DVDR
without re-encoding after you strip out extra audio. -

Are the 60% shorter movies, like 90 minutes or less ? -
SingSing.. Spiderman, which is just over 2 hours long with credits + an audio track + subs can be fitted to a single 4.7GB disc. What mostly matters on how much will fit is the bitrate, not the length. There are bitrate scanning utilities I believe, although I havn't used one myself. Spiderman, IMO, looks like utter crap and probably has a low bitrate (on both the original and the copy).

Well, from the few titles I can remember, most would fit without reencoding. The filesize will depends on BOTH bitrate and lenght.

my dvd-r speed is 50-60 movies/month and I have to say that most old dvd's (dvd-5 and dvd-9) can be fitted in 1 dvd-r without re-encoding, but it seems that new dvd-'s are encoded so high bitrates that you have to re-encode... but if you use CCE to re-encode it really dosent matter... it just takes time

yes, i would agree, just using ifoedit and smartripper, you can rip
and burn most dvd's,sometimes you just have to sacrifice menu's
or subs, there are difficult ones like star wars3,that use such a
high bitrate that u must reencode the video stream....just as long
they are not too far over 2 hrs in length, that is when the vob files
start to get very huge...thank god they are adding all those
supplements that you can strip out to get near 4.3 gigs 8) -
