Ulead movie factory no menu or chapters

When i try to authour menu and chapters with Ulead everything looks fine I get to the end where you use the remote to make sure everythings working properly and it is. All the chapters and the background music is fine. But when I burn the disc there is no menu and no chapters. Just the movie. Ive tryed it over and over again and searched all the forums no one else seems to have ever had this problem. The files on cd are CDDA, CDI, EXT, KARAOKE, when I click on them these folders are empty. Then there is MPEGAV, SEGMANT, and VCD which are not empty.
Very confused and very frustrated any help would be much appreciated.

by the way I'm making a vcd from movies I downloaded if it helps. I'm beginning to think that maybe dvd movie factory is only for making menu's for dvd rips, I don't know just very frustrated would really like to have menu's in my vcd's.

the guide is very hard for me to understand. I don't understand where I'm supposed to get the menu from with the clips already on it.

nevermind I have found my solution. I need a dvd player that plays vcd 2.0's. Thanxx anyways......
