I just downloaded and split Austin Powers 3 XviD in Virtual Dub and have it in two parts. I wanted to make it a SVCD so I used a bitrate calc and got all the info now my problem is do I have to convert it to 29.97fps because its encoded at 23.976 for it to play in my DVD player? I'm using TMPGEnc to make into SVCD's.

You do not need to convert to 29.97fps but you do need to enable the 3:2 pulldown flag otherwise your dvd player may not be able to play it correctly.
On the video tab you can enable this under encode mode: set it to "3:2 pulldown when playback." Or you can just load the ntsc film SVCD template.
The 3:2 pulldown flag instructs the dvd player to convert your movie to 29.97fps as it plays. This provides a substantial quality boost over using hard encoded 29.97fps material and incidentally, this is how %99 of ntsc dvds are encoded.
