Is there a way that I can create tracks on a VCD using one large 60 minute mpeg?
I know I can split up the mpeg to multiple file using splitters, but it takes too long (splitting up 1 hour mpeg could take up to an hour!)
I use the dazzle usb capture device and Nero burner 5.0.
Please some one help

The only way to make multiple tracks is the split the mpeg. Sorry if that's not what you want to hear, but that's the only way it can be done.

Well you can create chapters using either vcdimager (get a gui for easier use,)or I-Author. These will work for both vcds and svcds. If you are just making vcds then you can also use Video pack 4.0.
These programs allow you to insert entrypoints into a single mpeg track which allows you seamless navigation between "chapters" and doesnt require any cutting of the mpeg.
You can still use nero to burn but you might have to do some converting of disk images if you use I-Author or vid pack.
Your best bet is probably vcdimager since its free, check the tools section.
Ive never heard of real time mpeg splitting lol! It should not be taking you that long at all. Have you tried bbmpeg? Its pretty fast for splitting.
