Is there anything I can get or do to clear up bad quality mpeg's I mean I put it on vcd and I can barely see anything. Is there a program I can get to make the encoding go faster and to clear up movies.

It could be a low bitrate or a crappy source file that you used to convert into a MPEG file.

Yes, if you TV has noise reduction feature.
Digital Noise reduction features are normally added
to SVHS VCR, and Tv, but rarely on DVD player. -
Is there a good encoder I can get to tweak the mpeg to be in pretty good quality like close to vhs or dvd quality and if so some things I can to make it look better. and I would like an encoder that encodes them faster but in good quality.

CCE is the end all if you can get your hands on it. No matter what you do though, your going to have bad quality with VCD. It needs a VERY clean source (i.e. DVD) to give good results. Try using CVD, or SVCD, or higher. If you standalone doesn't support them, I'd suggest it's time for an upgrade...

With bad quality mpegs, you have the same alternatives as with bad quality avis: Filtering. Some people make miracles with filters!
It is not an easy task. It takes time and needs advance knowledge. Don't expect a "hit & go" solution.
For example, if you manage to load your mpeg to Vdub (with frameserving or direct, it is possible with frameservers/plug ins, etc), you can use all those wonderfull filters this amazing program offers. You may fix some things that way. Then re-encode with CCE or TMPGenc to a new mpeg and it might look visually better the source.
It isn't easy and fast, but it is possible. Are you prepared for this "adventure"?
