Need help with an mpeg file...

Hi everyone, I have a little problem here. I downloaded this .mpeg file and I wanted to convert it to VCD compliant format for burning. When I try to open it in Tmpeg, it says "Unsupported file" and when I try to de-multiplex it, it say "Illegal mpeg stream". I cannot open it with Ulead Media Studio either. When I just try to burn it in Nero (as a VCD file), Nero would not accept it and says that it is "not a proper media item". When I play the file, it runs normally, only when I fast foward, it the video runs for a while before the sound coms back on. Is the file corrupted? Is there any way I can rectify the problem? Make sure your Direct Show priority in Options-->Enronmental settings
--VFAPI Plugin tab is set higher than 1.
