I'm planning on making a few movies, each half to be on one disc and each half almost an hour in length in the ntscfilm svcd format, 2pass vbr. I know the bitrate will be quite low (in the 1600's), so I'm planning on using the soften block noise function in tmpgenc. If the source has very little block noise, will this option really do much to the block noise at such a low bitrate, and if yes, what level of softening should I use? Any suggestions would be really appreciated.
